Is it safe to delete the contents of Attachments in the following file path?

Unable to send mail containing pdf attachments on IMAP mail account using SMTP on native Mail app.
Error started since 14.4.
Sending email on SMTP from native iOS Mail client is failing.
Instead it is giving error.
This error is completely unexpected.

Does anyone know if there is a Mac app that can scan the Mail app and look for all emails with attachments that are photographs and then automatically save all those photographs to a dedicated folder on the Mac–or better yet, add the automatically to your Photos library?
Not sure if this happened with the 9.3 or 9.3.1 update, but I can no longer attach a photo to an iMessage or email on my iPad Air 2. It lets me select the image, then just goes back to the message or email without the image attached as if I hadn't attempted it. Works fine on my iPhone 6s+...
