caps lock

No matter what I set "caps lock" to in System Preferences->Keyboard->Modifier Keys, it has no effect. I tried setting it to "None" and then to "Ctrl" , neither setting change the key's behavior. Caps Lock just keeps on Caps locking no matter what. I'm running macOS Mojave 10.14.2 (18C54) and...
