Is there some online service dedicated in doing the job that email clients cannot fulfil 100% ? That job is eradicating and blocking spam/phishing emails etc. that trying to trick people.

I have the Outlook app on my iPhone. The app shows a different number of unread emails (im talking about the number that is pined on the icon of the app) compared to the actual unread emails i can see when i enter the inbox! What should i do to correct this?
