incoming connections

Just started a few days ago, about a week after I had updated chrome. I have checked the firewall rules, and the rule to block incoming connections is there, so why does it keep popping up every time I launch chrome for the first time after a bootup? Has this happened to anyone else?

Got a popup after booting up today asking to deny or allow incoming connections on Timed, which as I understand it is a daemon for time synchronisation. What I don't understand is what triggered this? Surely time sync happens fairly regularly, so why is it only asking about incoming connections...
