magnification

Is there a way to universally enable this on iPhone? I’m not talking about accessibility magnification. This is different: Since playing with non-iPhones I’ve learned that most other phones have an incredibly useful feature when selecting text. When you place your finger to move the selection...

This window pops up every now and then by itself, rather, seems to be a feature that is pocket-activated. It's not the magnifying window, that feature is disabled in settings. I can't figure out how to get rid of it apart from rebooting.
