shipping delay

I think as far back as 2016 Apple has always been shipping newest iPhones from China literally last minute. Why do they do it? Why not ship all or 70% of it for launch, I'd imagine China already has at least the majority of iPhone already made sitting in a warehouse in China say, 2 months out...

I ordered two 12.9" IPPs from B&H photo 3 minutes after they started to accept preorders. I received a "your order is still back ordered" email from them yesterday. Has anyone seen any movement on their B&H order?
