For work i have a ssd prepped with 10.11 and 10.13 to service/diagnose a wide arrange of Macs. I also have a 3rd partition with folders and apps which i can use on both OS installs. What i like to create is 1 partition with installed apps which i can use on multiple OS system, so regardless of which boot i use at that time.

This also because i'm gonna install 10.14 when it's released and would like to have a setup where i only have to run updates on 1 location, can use the programs/apps within any/some (some apps depending on the version of OS i have) OS i boot and easily create another OS install and have the same apps and it saves me a lot of space per OS.

Example:
Partition 1: 10.11
Partition 2: 10.13
Partition 3: 10.14
Partition 4: Database

Usercase:
Lets say i want to install my TechTool Pro or iStat Pro on "Database" and use that install across 10.11, 10.13 and 10.14. When there's an update i only have to update 1 app and all other OS installs are also up to date.

Is there any way to set this up?
 
As far as I know:

For apps with an installer, you will be forced to pick an OS partition for which to install them. It will require the Library directory to store system files. Something you cannot replicate on a non-OS drive.

If it is a drag and drop app, you could drop it in the ‘database’ partition and run it from there.
