I think that this happened when I updated to 10.12.4. Weather also no longer appears in the Items bar which I can add to the Notifications Center. very strange. could anyone please explain?

I was having the same problem, very strange.

Go to /system/library/coreservices , find weather and right click "Open", after that weather widget may appear in the notification centre.

thank you for responding. I could not actually find coreservices under Library, only CoreData, CoreFollowUp and CoreMediaO.

You need to go to /System/Library/CoreServices not ~/Library (your personal library area).
