I have succeeded in using zoom in the past so I think that it does not come down to my lack of manual dexterity. before you chime in, yes, I do know of the partial hack where you can enable zoom via System Preferences> Accessibility. I would like to ideally not have to resort to that, though.

If you're talking about zooming in globally rather than just in Safari or other apps, then the accessibility option is the only way to enable that. It's not a "hack".
 
thank you for responding. I did mean zooming in within apps, versus globally.
