A 10.16 update SHOULD be the current early beta for Big Sur (actually macOS 11), only available as a download to developers so far.
Love to see a screen shot of your Software Update pref pane (showing that update as available)
 
Here you go. How do I make it go away? I don't want to update this machine to Big Sur just yet.

Your screenshot clearly shows you've enrolled your Mac in the development beta programme. Due to that, you're correctly being offered MacOS 10.16 aka MacOS 11 aka MacOS Big Sur. Yeah, they're so proud of it they gave it three names :)
 
Remove the beta profile and the update notice will go away
Well I like the Catalina beta's so I need the profile - should be like the phones, a different profile for each OS. If I remove the beta profile for Catalina, which I never installed, I would no longer get beta updates for Catalina.

What I meant was I never installed the big sur beta profile.

Well that I do not understand because there are separate profiles. - I at least had it as a separate profile.
But it may be different since you're using the developer seed and I was using the AppleSeed
 
I think someone else posted that they'd been offered the "wrong" beta. Only suggestion is to delete the profile and re-install it.
