10.2.6 modem doesn't hang up

IBook, worked fine with 10.2.4, but now when trying modem dialup, getting "cannot find communication device". Log indicates "modem busy". I have replaced scripts, reset settings, contacted Apple, every fix in town. Still can't dial up. Any suggestions. Apple fix in the works?
