As the title states is 10.3.3 still being signed? I've went to ipswme and according to them it is, I would like to restore (currently on 10.3.3) and don't want that headache of "please connect to iTunes after the restore fales forcing me to downgrade to iOS 11.

You might be better off using the erase all content and settings option on the phone if you want to start fresh, although I don't quite recall if you'll be able to set up with a backup after that.
