The Finder version has nothing to to with the OS version. In 10.6.1 Finder was already at version 10.6.2 for example. System Preferences is version 12.0. App version numbers have nothing to do with the OS. 10.8.3 ships with Finder 10.8.2. 10.8.4 might ship with Finder 10.8.2 or 10.8.13.

I'm still on OS 10.8.2, but my Finder version is 10.8.1. Nothing to worry about here.
