Are we expecting a more drastic redesign of iOS this year or not?

By now it's safe to say most of us expect the next iPhone to be a "major redesign" for it's 10th year anniversary. The part I'm not getting is why we haven't (or at least I haven't) heard about rumors of a major redesign of iOS. Everybody here is making their wishlist like they do every year, analyst are predicting hardware upgrades, and only concept makers actually seem to be putting some thoughts into the future of our mobile ecosystem, and even then, people are commenting the hardware as if it was the only thing that mattered!? No one seems to be seriously talking about SOFTWARE.

Is it because we haven't had leaks?
Is it from lack of interest?
Is it because it doesn't make sense for Apple to give us a software upgrade at this point in time?

Something has to be coming up? Right?

On a side note...
Apple has traditionnaly released its software 3-4 months before the hardware. Now if they were to release a major software update without spoiling the major hardware update would they announce both in june or in fall? Would Apple go as far as making a WWDC without an iOS 11 announcement? keep in mind I'm just speculating here, but if they are both being majorly redesign like I hope they are releasing them at different dates would be an anticlimactic don't you think?

I suspect, if the rumors are true, that there will be major design considerations for a total lack of home button, an OLED screen that can have more black borders, etc. That being said, they could just not release that as part of the Beta software, and strictly test that internally. Last year, the beta didn't have any of the iPhone 7 Plus camera features, even though they shipped at launch (other than portrait mode). It could be something similar.

Redesign? No.
Adding highly-requested features like Dark Mode? Yes, iPhone Edition exclusive.

But guess we'll enjoy the yearly updates to the Photos and Music apps...

iOS, as a name, did not emerge until iOS 4 in 2010. If I had to pick a milestone date, it would be in 2020.

I wish. Could it be they did the Apple file system now for a major redesign in the fall?
