Im just wondering if there are any downsides to watching 1080p videos on a 720p screen, aside from the fact that the files are unnecessarily larger.

No downside. You just won't be able to see the higher resolution.
 
Will I be able to see the entire video on the screen? Or will part of it be cut off since its too large?

You'll see the entire video. Nothing will be cut off. It's not a larger image, it's a higher resolution image (more pixels in the same square inch).
