my friend has this big bug founded. can you it reproduce?


You has 1 iPhone only. 1 Apple ID only and photos and albums in the stock photos app.
No a desktop pc or a other iOS device, hardware, mac, notebook etc..
Really 1 iPhone only!

1. Open the photos app on this iPhone. Activate iCloud Photo Library.
2. Now upload the photos and albums to the iCloud Photo Library (please wait until it is completed).
2.1. you can also make it faster by selecting only a few photos.
3. Go to Settings app -> Apple ID -> remove this iPhone (logout)
4. Then this iPhone is dead (fallen down on the floor) or selling this device to other people.
5. 1 Weeks Later comes your new iPad. This iPad login to the same Apple ID.
6. Open the photos app, activate iCloud Photo library. you see the old photos from old iPhone device. but now you cannot delete these photos or albums from your old device.
 
When you sell it, why don’t you erase/reset your phone?

If you logout your icloud how you would expect erasing photo from one device sync to another?
 
You never just log out of iCloud when selling a device. You reset it using iTunes or removing all content in settings. This will remove it from your iCloud account.
