What gives ? I can’t use hotspot to update my iPad? I don’t have WiFi at home so I had to update my phone at McDonald’s. I figured I could use my hotspot for my iPad

I am postulating here but I would think that if your mobile data connection is inconsistent even for a moment while the update process is running it will stop mid way. I had this happened on my sons iPhone the other day while trying to use my mobile hotspot to update his device before swapping a replacement unit in. Once I have it connected to a better Wi-Fi network the update process worked just fine. I would imagine this is working as intended in order to ensure that the downloaded update package is not corrupted due to poor Internet connection.

I’ve done it prior to iOS 13 I believe but could be wrong
 
Apple has designed personal hotspot in a way that it IS personal hotspot, not a replacement of wifi. If you want to update using mobile data, consider getting a cheap Mac that does NOT support/run Catalina or above, and share your mobile data to mac, then connect Mac generated wifi to your iPad.
