115GBs of used space in Photos App

Hi all. I have a client mac that is taking up space in the following directory

(Photos -> Show Package Contents) Photos Library/recources/cpl/storage/filecache

It's taking up 115 GBs worth of space. What are these photos from? Is this from iCloud storage? What happens if I delete them?

The originals folder contains 116GB of photos so I dont understand what the difference is.
