I watched the keynote and Phil glossed over the fact that the display is running at 120hz.

When you go to Apple's iPhone XR display section, there is no mention of this.

Additionally, not one hands on reporter tool time to analyze this about the XR.

I absolutely hated the 60hz OLED display on the X. It was completely jerky when scrolling. The 8/8+ hid it much better.

I wonder if Apple is trying to downplay this so to not take away from the higher priced Xs/XsM

You cant find this info because you got it wrong. Touch sensor runs at 120Hz, display at 60. It's actually “trying to be misleading” gimmick, as there aren't no real benefits with 120Hz touch.

It's not a promotion display. It will be reserved for the 2019 iPhones and there is no chance it will come on the cheaper iPhones.
