Since I expect next year's 11" ipp will get OLED or MLED, I think I'll hold my new one for a year and trade it in for next year's model.
I probably don't need 256Gb, but since I get student pricing, it's not as much as a financial stretch.

Does trade-in value scale better for higher capacities? That is, do higher capacity iPads hold their value better over a year than the entry level?

They do, but with 2 catches: the amount you get back on resale will be less than you paid for the upgrade, and that amount will get lower every year until it’s 0 (think about the price now difference between an 8 GB and 16 GB iPhone 5C)

Yep. You always pay more for upgrades than whatever extra you might get at resale/trade-in. People buying used are looking for a good deal so chances are they won't be willing to pay MSRP for upgrades.
