What is the easiest way to go from PB 13.1 back to 13? So that I can restore from back up when the new phones arrive?

Download the GM to your system hold ALT or Option key on your keyboard and select the GM download to install. I haven’t tried this myself. But that should work. Otherwise you will have to wait for the .1 release on the 30th.

What do you mean download the GM to my system? I am running the PB. Are you talking about downloading it to iTunes?
 
Download the .ipsw from the developer portal. From Catalina, open your phone in finder (or an older OS with the latest Xcode installed) open iTunes. On the phone page, hold alt and hit the check for updates button. Browse to the .ipsw file and wait for it to install. I did this on my iPhone X this afternoon to go from 13.1 to 13 GM with zero problems.

Yes you will have to use a computer. Watch the video jhall was kind enough to link.

without losing any data include health and activity data?
 
I do the same too, downgrade to GM from 13.1beta... Only one problem which i could have guess, no way to restore my recent icloud backup... Is there a way to download and extract an icloud backup ?
 
Only thing I can think of is restore the .1 public beta, restore your backup, remove the public beta profile. Wait until Sept 30th for the official .1 release.
Thanks for your reply. But what happens when I get a new phone on launch day? I won’t be able to restore the new phone from a backup right? I will have to set up as a new and loose everything?

On phone launch day (the 20th) sometime around the 1:00PM EST time-frame, Apple will post a beta x image of 13.1 for the new phones. You can upgrade your new phone to that and then restore your backup. If you get your phone in the morning you might have to be patient to wait to set it up. (yes I know that sucks!)

There is also a chance due to the way that the build numbers are being done this year that your backup might just restore to the shipping OS on the new phones.
Apple understands this issue. I am sure that they will provide a solution.
