Same for me. I’ve played with 3DTouch settings with no change.

1. I definitely did not see this on iOS 12 and prior releases.
2. I think I saw this on iOS 13 as well as on 13.1
3. I’m on an iPhone 6S. Can other people dealing with this post their devices as well?
4. Anyone know of a workaround or fix?
5. Anyone know how to formally report this as a bug?
 
Installed 13.1.1, I think that fixed the problem. iPhone 6S

It’s due to the gutting of 3D Touch and addition of haptic Touch. When I scroll to read, I rest my thumb lightly on the screen. Since the start of the betas, it has activated links, pop ups, moves, anything it can. It’s really annoying. No way to adjust it at all.

Started in one of the final betas for me. Maybe the 7 or 8 13 beta, continued into 13.1. Weirdly some links seem more likely to open than others.
 
+1 here. You can see it particularly in settings. Go into the Siri page in settings and in there is a link with some legal bits. If you scroll and you happen to touch the link it insta opens. It used to ignore links as scrolling.

iPhone XS and I’ve also turned 3D Touch off. So off or on it’s just as bad.

More or less the same experience and observations here as well.
 
Very much so. I use both an XS Max and 11 Pro Max it’s missed. Especially keyboard track pad functionality. I know it’s still there with 11 pro but not as intuitive or easy to use.
I've upgraded from iPhone X to 11 Pro and the text selection with the keyboard pad is what I miss the most. But i quickly got habit of moving the cursor with the space bar
