Hi, I have a

Dell S-Series 27-Inch Screen LED-Lit Gaming Monitor (S2719DGF); QHD (2560 x 1440) up to 155 Hz; 16:9; 1ms Response time; HDMI 2.0; DP 1.2; USB; FreeSync; LED; Height Adjust, Tilt, Swivel & Pivot

I go into my settings on my MacBook Pro and I only see 60hz. I pressed option on scaled and still only get 60hz. I have a usb-c adapter that connects my HDMI cable to my monitor. How can I enable the 144hz?

What model is the USB-C to HDMI converter? It probably isn't HDMI 2.0 compatible. You also didn't say what model or generation your Mac is.

It's probably best to go USB-C to DisplayPort, since DisplayPort is native in pretty much all USB-C ports while HDMI isn't.

Are you running in clamshell mode? I have always had bad luck with converters, USB-C to HDMI cables are pretty cheap and will likely alleviate the problems your having.

DisplayPort 1.2 has more bandwidth than HDMI 2.0 so it will get better results at certain resolutions. Use a USB-C to DisplayPort cable. If that doesn't work, then try SwitchResX.

What USB-C to HDMI adapter are you using? You can use the AGDCDiagnose command to discover the max DisplayPort link rate and width (should be four lanes of HBR2). There exist DisplayPort 1.2 to HDMI 2.0b adapters (for HDR) and DisplayPort 1.4 to HDMI 2.1 adapters (for 4K 120Hz).
