Unfortunately, it seems like 15.1 is out, the same build as RC and the Calendar problem has not been addressed. The problem is:

Launch Calendar app. It is very unresponsive to scrolling and taps. The impression is that the app is hanging and is only available to respond to touch gestures at certain times.

The problem (based on my experience with my iPhone 13 Pro):

If you have subscribed to an .ical calendar, this is what causes the problem. I am connected to a consumer Outlook.com and school Office 365 calendars and there is no problem with those. However, subscribing to an Office 365 published calendar (.ical) makes the Calendar app almost unusable.

The problem did not exist in 15.0.x I only noticed it in 15.1. I filed feedback as a part of Beta but it seems like it has not been resolved so far!

YMMV!

It works okay on my iPhone XR. I notice a lot of the iOS 15.x issues seem to be with iPhone 13 owners, so I’m beginning to wonder if Apple screwed up with the iPhone 13s.

This is a "direct" subscription to the calendar on the iPhone? If so, what happens if you add the subscription to one of your existing (outlook.com or Office 365) calendars…if that's possible?

I've got my calendar app set up with 3 calendars i do myself via Google Calendar and then multiple subscribed calendars done via Google Calendar all synced to my phone and iPad. My iPhone 12 has no issues at all within the calendar app and there 18 calendars in total on there, 15 of which are synced from ical links.

For me, this is occurring with an Exchange account. My .iCal subscriptions are fine and when I remove my work Exchange account the calendar is perfectly responsive.
This, yes!

The subscription that I use (and need) is from Office 365 so Exchange Online; as soon as I remove that .ical subscription, Calendar is back to normal.

Luckily, no issues on the watch and that is where I consume this mostly so it's a workaround. But I hope they resolve this.

Yes, this is possible... but I decide not to do this because of another feature that does not work in that case - and that is reminders on the phone / watch. If you "service subscribe" vs. "direct subscribe" - you will lose the ability to get 15 minute reminders for appointments / meetings on the subscribed calendar and that makes it a hard pass for me.

Have you tried subscribing to the calendars via a Google account?

I have a subscribed MLB team calendar there. Google seems to have more notification options than some of the other services.

Though all the tech companies are “evil” to some degree, I avoid using Google services as much as possible at all costs…

Just a personal thing…
