I have an iPhone 8 and an iPhone 11 both running versions older than 14 that I’d like to update to 15.7. However, in settings the only version being offered is 16. Does anyone know why this is? It seems like 15.7 is still being signed/offered because I was able to update my 6S to it from 14.8.1.

The ability to choose between updates was added in a later version of iOS 14. Since those phones are running versions older than 14, they are only offered the latest version over the air which in this case is iOS 16.

Someone was able to do this yesterday. I'd move on this quickly before Apple stops signing the IPSW and only signs the OTA version, like they did last year with iOS 14.7.

Btw, the reason why you could upgrade to 15.7 on your 6S is because that's the latest version supported on that device. It'll be offered/signed indefinitely for older devices that cannot be updated to iOS 16.

Agreed, better hurry. You still can download 15.7 ipsw and it will the job.
 
Just installed 15.7 over 16.0.3 on iPhone XS yesterday, so it is still possible, but won’t last long.

The difference is that they have released an ipsw for 15.7 which for 14.8.1 they never did, it was OTA only. There may be one for the upcoming 15.7.1 as well, I'm not sure.
