15mm fisheye, 100mm macro, or 60mm macro

Depends on if I were shooting an architectural interior, an insect on a flower or documenting my stamp collection.
It would be quite a chalange to attempt the insect photo with a fish eye or the architectural interior with a 100mm macro.
EDIT: If you body lacks a focus motor, I think the 60mm Macro now comes in AF-S and I don't think there is an AS-F 100mm. If the body is DX size then 14mm is not really a fisheye. Nikon makes a 10.5 fish eye that does work on DX.
which camera? The 15mm fisheye isn't the best choice on a crop camera. If you have a full size sensor... then maybe... depending on what you want to take photos of.
and what other lenses do you have?
if it's supposed to be your only one, and you like shooting portraits as well, the effect of the fisheye even if cropped/adjusted isn't going to work very well..it's best for interiors and architecture,I think.
if you have a cropped sensor, you might consider the 60mm.
I'd also get the fastest between the two macros, but that's just me.

60mm or 100mm depending on the need for working distance and non-macro usage. Fisheyes are just too seldom useful for what I shoot to purchase one.
I'd probably end up with the 100mm (well, ok- I'd buy the Tamron 90mm because it 's a better value) due to the working distance.
15mm canon fisheye would be useless on your 50D. The fisheye effect isn't nearly pronounced enough on a crop. It was designed with 1.3x and FF in mind. If you want to get a fisheye, your only quality choice is the Peleng 8mm.
... unless you just want a super-wide lens, then the EF-S 10-22 is worth looking at.
There are several fisheyes for Canons: Tokina makes a unique 11-17 mm fisheye zoom. Sigma makes an 8 mm (circular) and a 15 mm (diagonal) fisheye.

Nobody can give you an answer which lens you should get.
I have the 100mm macro, and I'd buy it again in a heartbeat. Then again, as an aspiring entomologist (and scientific photographer working at an entomology lab), the 100mm macro is my preferred lens.

Maybe wait for the 10-22 to be in your price range? If you buy something now then it will take even longer to get in the price range.
I had a friends 10-22 & 50 1.8 when I was in Sydney last year, I used that 10-22 a lot more than you might expect for such a wide angle. If you really do not have a true use for a macro or fish eye lens I would suggest waiting a while longer.
For me, it is the 10-22 or a 70-200. Depending on what is under the tree this year one of those might be coming home
.The EF 100mm f/2.8 Macro USM is perhaps one of the sharpest non L lenses, other than the 85 mm f/1.8 and 50mm f/1.2 through f/1.8.
