iPod 160gb iPod does not sync to full music library

My iTunes music library is 121gb and I have no videos etc. I have iTunes set up to sync the full library. When I sync only part of the library (17230 of 25930 songs) is moved to the iPod (160gb new classic) and it shows 63gb free. Has anyone else experienced this?
