I almost did a stupid thing today by buying the new iPod for testing.

iPod 32GB is $300
iPad Mini 2 32GB is $370

I think for $70 its a no brainer seeing as I can also test for iPads plus have a large display for pentesting/jailbreaking etc.

EDIT: Nevermind mistake. Yeah I can get 32GB. iPad Mini 3 makes no sense. Don't need TouchID.

In most situations, it's more than enough for testing. It really depends on what you're building.
In a perfect world, you typically want one of each device to make sure everything is perfect.

What we do, is make sure our app is perfect on the worst/slowest device we want to support. If it works on the older devices, it's most likely going to work fine on newer.

If you're building an iPhone app, testing on an iPad may be a bit wonky. The functionality won't have an issue, but you won't be able to truly test usability. For example, you'll never know if a button is in a comfortable, or if your UI feels good in a device that fits in your hand.

Well I have a iP6+ for testing phones so no problem. I figure the iPad Mini is good because it can emulate the 6+ as well as an iPad Air. I'm more concerned about the 16GB storage capacity than anything else. Would be nice if I could use it for testing + personal instead of just testing. I'll probably just get the 64GB.
 
Well, the storage space depends on your app.
If your app needs more than 16gb, then it wouldn't be enough. Like I said above, you should always target the lowest specs you want to support.

If you want your app to work on iPads and iPhones with 16gb of space, then you better test on it. And having your own person stuff on the iPad just makes for a better test when it comes to storage, then you'll know if your app is too big.

When building your app on your own devices, it's not going to be much bigger (if at all) than what you end up having live in the App Store.
