17.5GB of Other after upgrade to iOS5 on 3GS iPhone

Mine never went away. I had about 7GB of stuff before the upgrade and then over 24Gb after. Majority was in 'Other" category.
Hopefully, the restore will fix mine. In process now, so we will see shortly.

How long did you wait? In my case 3 phones, 2 iPhone 4 and 1 3GS, it took close to an hour AFTER iOS 5 was up and operational to complete re-installing apps, music etc. during that time, the category known as 'other' was very large.

I just finished upgrading my 3GS and didn't see the temporary issue that you describe which I saw on my iPod touch. There never was 8-something gb of "other" on the content breakdown bar during the iPhone upgrade, and I was waiting and watching for it to happen.
Now, what I did do was to follow a procedure I saw yesterday on some other apple blog I found that recommended connecting your phone to your computer, right-clicking on it under devices and taking a separate manual backup of the device. (I also deleted all the videos off my iPhone first to give iTunes that much less stuff he would have to restore.) Then I clicked on the upgrade button and it all ran normally.
Part of the upgrade process as I observed it is that iTunes resets your phone to factory settings and then restores your apps and media from the backup that he has. Having a bleeding edge manual backup ahead of time probably just helped it go a bit more smoothly.

I upgraded my iPhone 3GS yesterday and initially just had a display of "Other" in iTunes, as described here. After the upgrade I couldn't start any app I had downloaded, but the native apps did work. Any non-native app I tried crashed.
I then read about some earlier betas with similar symptoms. The answer was to downloaded an app (any app). I had my phone plugged into iTunes, found some random free app and started downloading it. Just doing this and while the new app was still downloading enabled all the other apps to work and iTunes started displaying correctly what the memory was being used for (songs, books, apps, etc.).

Another option to remove large "Other" files
After I upgraded my first gen. iPad to iOS5, I had an "Other" file that was 12.8 GB's. I am not certain how large it was just beforehand, but I am pretty certain it was not that large.
Here is what I did to correct it.
I connected my iPad to my MBP and fired up iTunes. I unchecked the sync options for all media - including music, videos, books, Podcasts, etc. I unchecked everything except for Apps and everything on the emails, calendars, etc. tab.
Then I sync'd my iPad. The "other" file(s) went down to 0.63 GB.
I then re-checked everything that I had previously unchecked and ran a sync. It took a while, but everything re-sync'd and the "other" remained at 0.63 GB's.
FWIW, I didn't want to do a restore as my last restore point was just before upgrading to 5.0. Anyway, the above steps worked for me.

Just to confirm, a restore will sort this issue. Or at least, it did for me too. Had about 6GB of 'others' until I did this. Now it's at 0.33GB. Thanks for the help guys.

I had to deselect sync music, sync the phone, then reselect it and wait for it to load up again.
Took forever but it's working and almost no other space.

i had this issue with my ipt4 a few days ago, it seems to happen if you disconnect during a sync.
go into settings, make an iCloud backup of all your stuff, then erase all settings and files. and resync from the beginning...
i had some song duplicates too, btw.
