18.1 Clean Up Tool WIFI only?

I just updated to 18.1 over cellular at work as there is no public WIFI. Now when trying to use the new Clean Up Tool in photos i get the below error. I mean I just downloaded and installed IOS 18.1 on cellular. Why can't I use cellular for clean up tool?

Seems that’s only needed for the initial download. I’ve just tried to clean up a couple of images with Wi-Fi and data off and it works fine.

For some reason, the first time you use cleanup, it has to download. After that you can use when no service is available.
