1984: What city is this?

I'm going through and cleaning up my photo library and came across some faded pictures. They are of a city that I can't identify. It's somewhere in the northern half of the U.S. I thought it was Minneapolis but can't match it in google earth, so it's likely somewhere east of there in the northern part of the U.S.

New York? Chicago? Los Angeles? Washington DC? Boston?

I know New York has some skyscrapers. Sorry not to be of more help; I've never been to the US. Niagara is the closest I've got.
