Apparently Apple pushes out the entire OS image with every update, instead of just the files that have actually changed. It's incredibly wasteful and I can only advise that you submit feedback about it.

Looking at the blurb for the next OS version, this might change. When you consider people that have limited download capability, the current policy is awkward, if not unsafe in rural areas with slow and intermittent broadband connections.

What time are you wasting? Do you sit there watching it? If so, then wtf lol, obviously, but just kick it off to download and reboot when you are not using your computer. It's really not an issue.
