assuming same spce on everything but the processors, between a 2.0 and 2.66GHz would there be any significant performance difference?

Get the fastest machine you can afford.

The 2.0 would be slower that the G5 2.5 GHz Quad.

Get the 2.66 GHz model if you can.

Add all the other stuff later.

This machine is extremely expandable.

The 2.66 is definitely worth the money to anyone buying a Mac Pro. The 3.0 is only worth the money if the number 3 psychologically makes you feel better about your purchase.

thus a refurb quad 2.5 G5 would be practical? since it is faster than the quad 2.0. thanks.

running native apps the 2.0 would best the 2.5 g5, not by much but it'd be faster and it'll last longer, but if you can afford a mac pro 300 bucks more is not much for such a large performence leap.
