2. Does anyone know of a web based passbook? Like an HTML or web page of something similar?

IIRC it was a bit buried the first time I turned it on. After that it was at the top level.

Yes but I mean, is it always listed in the settings by default, cause I don't have a tethering plan, I just enabled it with TetherMe.

Yeah mine was always in the settings, but grayed out till I had AT&T activate it.
