So your are stating two different issues...
The first is the user, where (he/she) said it bricked their phone by using Apple's update. Did the user install 7.7, restart the computer (PC?), then installed the release that was posted on macrumors home page, or update via itunes?
The second issue you referring to is (I would suppose) an APPLE issue, but I had the same error come up and then when I click back onto the store, it loads.

Why should we have to deal with it? Apple says the reason we pay a 200% AppleTax over anyone else is because their stuff "just works". Got it?
Some people are having an actual issue. However, I would say that the vast majority of people in here complaining is because, like me, the update wiped the phone, loaded the new software and then got hung up because the iTunes Store is swamped.
There's no way any of us could have anticipated that the update would brick the iPhone because of activation. These are previously activated iPhones!
The iTunes Store issue is entirely Apple's fault, because they controlled the timing of the rollout of new software and new phones. We're working to their schedule, and they screwed the pooch.
So let me restate my comment.
iTunes issues = APPLE
2.0 install issues = USER
