I just upgraded my late 2012 Mini with 16 gb ram. Is there any use/market for the old OEM 2 gig simms ??

Not really... you could maybe get $15 or so on eBay. I would just keep them as backup for troubleshooting if you ever have issues with the new RAM.
I think that's only possible if you purchased the memory upgrade from them also, unless they have two programs, 'rebate and credit'.
