QUICK: Fans Full Speed w/ No Video, Trickle LED Only

So I have a 2006 Mac Pro and as soon as the power button is pressed, the fans go to full speed and I get no video output. The Diagnostic LEDs on the Logic Board are showing that Trickle Power is good but after 5 seconds I get no LED on the Power On LED.

This makes me think it is a Power Supply. Before I spend $200 on a new power supply, I would like to get some other opinions. Thanks

Have you swapped your memory sticks and/ or removed them. Have you reset the pRAM or SMC? Can you safe boot bypassing the video? SIngle user mode boot?
 
Video Card and RAM have been tested to work in another Mac Pro...so they are not the issue. Also, I have gone through everything in the Apple Technician guide and at this point, power supply seems to be the only thing.
