I have 2006 Mac Pro which is not receiving power to any of the hard drives or power to the cd drive.
The cd drive will not eject and the hard drives do not spin.
I checked the drives in a known working system and they are working properly.

Would this mean that the power supply is bad?
 
Possibly but not necessarily. The power for DVD and HDDs goes through logic board. There's a one socket for HDD harness and another for DVD one. Check PSU and both sockets with multimeter. Pinouts are easy to find.
 
I bought another power supply, plugged it in and the Mac has the same problem. I tested the hard drive and optical drive power connector on the main board and there is 12v power, but no 5v power. However, there is 5v power to the usb.
