I have an old Mac Pro 8 core 2009, it takes me about 10 times for it to boot up and stay booted up. The first few times it goes immediately off and then gradually stays booted a little longer one minute or so at a time. It runs great once it it up and running. Any idea what causes this and if it is something that can be fixed?

My first check would probably be if the PSU if giving off enough power or is failing. Another thing you may check is if the fans are clogged up. Perhaps try to reseat your Ram sticks. It could be a lot of different things, but these are just a few to try.

You can have a faulty power supply, some of the early produced MP4,1 and MP5,1 can fail this way. Did you ever run Apple Hardware Test to check if anything else is wrong? You can download and install ASD using this instructions:
