I currently have a 2010 27" i7 2.93 iMac with SSD. I think I'm done with all in ones especially since the 2010 is the last one that can be used as a target display for my PC's.

Am I downgrading specs-wise if I switch to a maxed out mini now?

Just trying when a good time to sell the iMac but be able to get a Mac mini that's better than the iMac.

Is the highest spec'd Mac mini still not better than my 2010 iMac?

The new 2.6 quad i7 Mini will be slightly faster than your old iMac. The only downgrade with the Mac Mini from the iMac is the integrated graphics and the fact that you'll be limited to 16GB of ram rather than 32.

I don't think I'll need 32 let alone 16 for a long time.
