2010 Mac Mini... no power but HDD spins?

2010 Mac Mini.

No power light.

HDD spins up.

Nothing else works. Fan does not spin up.

Only thing that seems to have some power is HDD, which I can hear.

Is this a PSU issue? No video via display port, (haven't tried HDMI) no usb.
