We use this mac pro to broadcast to a local television channel. Ee were trying to output via HDMI, but it doesn't appear as though we can use the HDMI from the MSI Gaming RX 560 as an audio output. The video output runs perfectly. We are using High Sierra, haven't updated to Mojave just yet. Is there a way to make this work?

Neither of these worked, but in regards to the latter, the OP was doing it on Mojave, not High Sierra, so we're upgrading overnight (office is closing) and going to give it a go in the morning.

did you disable SIP for both methods?
can you confirm the HDMIAudio kext is found in your extensions list? (that would suggest it was done properly)
and if you did the HDMIAudio kext first, did you make sure to remove it prior to attempting the Lilu kext method posted by h9826790?

these mods work on OSX versions prior to High Sierra too....so I am not 100% convinced if you upgrade to Mojave it is going to produce a different result. None the less, it's worth a try. As a bit of confidence, there is at least this report of your GPU having HDMI audio working on Mojave. I am sure I have seen others chime in on High Sierra but couldn't find the posts
