For the following, I recommended trying Target Mode on the problem iMac to see of another Mac could access the data, since it seems to be either hardware-related or OS-related--Target Mode seems the most likely approach to sidestep what appears to be standing in the way.
Anyone else have any silver bullet that hasn't been tried?

A friend of mine has a 2011 iMac currently running OS X 10.13.5. It won’t boot up past the Apple logo screen, turning itself off when the progress bar reaches about 2/3 full.
Booting it up in recovery mode and using Disk Utility to run first aid on the Fusion Drive hard drive (which only has one volume, “Macintosh HD”), it says “First Aid process has failed. If possible back up the data on the volume.”
In the details, at the end it says:
Running First Aid on the Macintosh HD volume gives the same error message, but the details says it doesn't have the line that begins with “Problem -69842”
Running First Aid on OS X Base System Disk image, it completes successfully. However, it's still unable to boot.
Time Capsule was never set up. All files are stored on the computer. Two hours of Apple Support via phone have been invested, but they couldn’t get it started.
