Hi

My 2011 Imac display has started going out I think. when playing videos the dark scenes are almost completely black even with the brightness turned up all the way. I know there is the possibility of a less used replacement on ebay maybe but are there any new LCD panels available?

There are plenty of new LCD panel available for sale. Shipping costs only 89$~120$.
 
After 11 years, might be time to start considering the possibility of something new... or at least, "newER"...

If it's your tool to earn a living, I will totally agree with you.
But sometimes, it's just a toy for repairing/restoring hobby, and restored iMacs can be donated to others for their light use (kids learning online or similar use cases)

I'd suggest looking for a used 2018 Mac Mini.
Or maybe an Apple-refurbished m1 Mini.
Then pick up a 24" or 27" 1080p display to go with it.
