I've currently got this

2011 Mac Mini
Intel Core i5 (2 cores), 2.3 ghz
8GB ram
Intel Graphics 3000 built in GPU.
500 GB HD.

And I'm thinking of getting this...

2018 Mac Mini
3.0GHz 6‑core 8th‑generation Intel Core i5 (Turbo Boost up to 4.1GHz)
8GB 2666MHz DDR4
Intel UHD Graphics 630
256GB SSD storage

I'll be using it for writing, web browsing, but also for some photoshop work, which my current Mac Mini is struggling with. Would the new Mac Mini I've described above give me enough of a power increase to use Photoshop well? And how much of a power boost should I see? Small or big increase?

around 20x better storage performance

Even the i3 would give you 3x better CPU performance.

depends on how heavy your photoshop work is, but if you managed on the 2011 i5 this one should absolutely scream.
