If you mean the 2012 i7 2.3Ghz that is the standard price for that configuration. I bought one from BB Canada right after the new Mini announcement and i paid 799. As a reference I bought a 2.6Ghz i7 with the same RAM and HDD for $740 Cdn.

I think this same configuration you are asking about as a refurb is about mid 600$.

No. That same configuration is $589 USD ($663 Canadian dollars) at the U.S. Apple refurbished store.
