So my 2012 27inch iMac is getting a little long in the tooth performance wise. But the screen is still ok. I couldn't really afford a new MBP or justify the price. So I replaced my 7 year old MBP with a Windows machine.....sigh......but alas. It has a number of USB C ports. I'm I able to use the iMac as a secondary monitor for the Windows laptop?

Thanks

You will need some serious hack skill to do that.
It will completely convert the iMac to a stand alone monitor with multiple inputs.
The LCD panel driver board + Power adapter cost around 75$~80$.
