Stock 2012 mini with upgraded 8GB of ram.

I was going to ask this in the macOS section but I can't remember if it happened in previous versions of macOS. So here's what happens and it's "intermittent". I'll cold boot my mini and the progress bar will get to 3/4 of the way and stay stuck there for 15-20mins. If I wait till 30mins it will reach the end but won't get to the desktop.

I hold the power button down and restart the mini. Most of the time it will boot but appears slightly sluggish then after a few minutes things are back to normal. Last night I powered on the mini and it showed those symptoms and hasn't come back since.

I tried reformatting the spindle drive with APFS and it does the above 100% of the time after I shut it down and try and do a cold boot or restart.

I have added 8GB of ram in the last two years but i've never had any issues "especially" during normal operations.
 
Try installing macOS on an external drive (usb2 will work but USB3 and SSD would be much quicker!).

If the above works flawlessly, then your problem is your internal boot drive.
