I keep getting error -37 when installing MacOS Catalina. Its a fresh install with hard drive formatted in journaled. I have not found much on the internet about this error. Is there anyone that can help?

Not sure Catalina will install on a HFS formatted hard drive, I believe it will want APFS format.

But do yourself a favor though, get yourself a 500gb Crucial SSD for $55 (or some other name brand 2.5 inch SSD) and install your system on that. You will love the difference in speed and usefulness of that 2012 machine. Changing the drive is I have a 2012 MBP 13 inch and when I put an SSD in it, it was like a new machine. So much faster and responsive. Also be aware that the SATA cable is known to go bad in those machines. If your machine was running unusually slow with the previous operating system, you may need a new cable. They are also easy to replace and cost about $14.

Thanks Justashooter. I love the ssd in these machines and I know about the cable but was at work and they wanted to use older 500gb HDD's. Thank God they let us use 256gb ssd. Thanks though.
