Hey i wondering which machines to pick up. The 699 is kinda better for me on a budget photography rig. But Best buys and etc. have the i7 quad core. I'm not sure if the 4000 HD vs Iris pro is noticeable as well the Ivy bridge vs haswell

According to PassMark, the new Mini with i7 CPU is half as fast as the last Mini with i7 but the Iris 5100 GPU is twice as fast as the HD4000 GPU so it depends on what you do. I game a bit and do some CPU-intensive tasks so the new Mini isn't for me but my wife would be fine with it...YMMV.
Do you have a link to that passmark comparison? I don't know if I buy TWICE as fast. Yeah it has double the cores, but a less efficient architecture clock for clock. And double the cores doesn't mean double the performance (that is only under perfectly ideal conditions which aren't realistic).
I totally agree that if they have a quad core i7 with iris pro 5200 i'd be SUPER SUPER happy. The other thing to consider is the extra display out. I run three monitors so this would be ideal since i wouldn't have to use my triplehead2go. The last factor to consider is wireless AC. Home products that do NAS always have really crappy IO. For a similar price time capsule over AC is quite decent. So if you wanted network storage in the future might want to consider the new mini.

Comparing 3rd gen quad core i7 to 4th gen dual core i7, the third gen is about 16% better passmark score. Which you could maybe sort of estimate to be 25-35% faster? That said the GPU on the Haswell chip is like 100% faster. For me though the Haswell i5 is what i'll get because i don't think its worth the $300 upgrade for the i7 and they both have the same GPU.
Not true, all 2 core i5s hyperthread. It's the 4 core i5s that don't hyperthread.
No... only the desktop i5's lack hyper threading.
In fact a dual core i5 and dual core i7 are identical, the only differences being cache size and base/turbo frequencies. Both will show as 4 virtual cores.
If you look at the benchmarks, the 3.0 i7 is barely faster than the 2.8 i5, definitely not worth $200 extra.

I would say worse for multithreaded CPU-intensive tasks, but better for GPU-intensive tasks and disk-intensive tasks (if you get the PCIe SSD).
